Kevin has more than 31 years of leadership experience in the healthcare field. He is proud to serve in his capacity as CEO, and is committed to the mission of the San Ysidro Health. Ensuring quality healthcare for those that need it has always been part of his career. Since joining San Ysidro Health in 2000 he has been an instrumental part of the organization’s growth and success. He served as Senior Vice-President prior to his promotion to CEO and was responsible for various operational responsibilities focused on organizational quality and financial sustainability. His healthcare experience includes financial and operational positions with Federally Qualified Health Centers, hospitals, multi-specialty medical groups, independent practice associations and management service organizations.
Kevin serves as chairman of the board of Health Center Partners of Southern California, serves on the California Primary Care Association Board and is chair of their Legislative committee. He is a member the Healthcare Financial Managers Association and Medical Group Managers Association. Kevin earned his BA in Business Administration and Accounting from Chadron State College.
Executive Vice President of Operations and Clinical Administration
George Perez serves as Executive Vice President of Operations and Clinical Administration for San Ysidro Health. Mr. Perez joins us from Scripps where he led Scripps Mercy Chula Vista for 6 years. Mr. Perez is originally from the San Francisco Bay area. His family is from the Los Altos region of Jalisco, Mexico. He attended U.C. Berkeley for both his B.S. and Masters in Public Health. Mr. Perez spent much of his career in Arizona where he was CEO of Boswell Hospital for 15 years; he also worked in Apple Valley for St. Joseph Health at St. Mary’s Medical Center and he served as President and CEO in Santa Rosa for Santa Rosa Memorial and Petaluma Memorial.
Mr. Perez focus has been organizational culture… how to create a culture of cooperation and mutual support. He has been using Lean tools to improve quality, cost and effectiveness. This coincides with San Ysidro Health’s current focus using the Virginia Mason Production System. Mr. Perez has embraced Malcolm Gladwell’s book “The Tipping Point,” where Gladwell describes how a series of small acts can change an organization or community for the better. George has a career long practice of being visible throughout the organization. You will see George on a regular basis, learning about what happens in your work area.
Mr. Perez and his wife Lisa live in Chula Vista. They have 5 children ages 32 to 22. Mr. Perez enjoys spending time with his family and his dogs, reading and gardening.
Maria Carriedo-Ceniceros, M.D.
Vice President & Chief Medical Officer
Dr. Maria Carriedo-Ceniceros has over nine years of experience as a Family Medicine Physician within community health center settings, including four years of Clinic Lead experience and two years of Family Medicine Department Head experience. Dr. Carriedo-Ceniceros graduated in 1983 with a Bachelor of Arts in Economics degree from Harvard University, Cambridge, Massachusetts and earned her Doctorate of Medicine from the University of California, San Diego – School of Medicine in 2000. Dr. Carriedo-Ceniceros has been a Member of San Ysidro Women’s Club since 2009, serving as an Executive Board Member and as its Treasurer, as well as continuing to contribute her time as a Faculty Mentor for UCSD Medical Students.
Vice President and Chief Human Resources Officer
Donna Eddings, Vice President and Chief Human Resources Officer, has more than 25 years of experience in Human Resources, Training and Development, and Program Development and Evaluation. She is passionate about employee engagement, employee training and development and diversity and inclusion. She joined San Ysidro Health Center in 2010 as the Assistant Director of Human Resources and in 2013 was promoted to Director of Staffing and Training. Prior to working at SYHC, Donna worked for an FQHC in northern California as their Chief Human Resource Officer where she oversaw all HR functions including: Talent Acquisition, Benefits and Compensation, Employee Relations, and Training and Development. Her professional experience includes working in corporate, government, education and non-profit sectors. In addition, Donna is a member of the Association of Talent Development and Society of Human Resource Management. She has two nationally recognized, professional certifications: SHRM-SCP and SPHR-CA. Donna received her Bachelor’s degree in Management from National-Louis University.
Vice President & Chief Financial Officer
Gilbert Fimbres serves as Vice President of Finance and Chief Financial Officer for San Ysidro Health. Prior to this position Mr. Fimbres spent the last 28 years in the Long Term Care Industry. Mr. Fimbres’ experience in the Skilled Nursing management arena ranges from positions as Executive Director, Controller, CFO and Vice President of Operations in single and multi-facility corporations. Mr. Fimbres has vast experience in Nursing Home management with multi-facility groups in over 12 states. Former companies include: Real Property Health Services, Lennox, Lifecare Centers of America, Longwood Management and LifeHouse Nursing Centers, which were all Skilled Nursing Home and Assisted Living Community operators. Mr. Fimbres also served on the Board of Directors of San Ysidro Health Center for 16 years. Mr. Fimbres has an MBA and a Bachelor’s of Science degree in Finance from San Diego State University.
April House serves as the Vice President of Population Health and Performance Excellence at San Ysidro Health. As a licensed nurse, April House began her clinical career ten years ago and observed first-hand how population health management positively impacted health outcomes, and has since devoted her career to being an agent of transformation in that space. She has supported the advancement of population health and clinical quality objectives for Health Net, United Healthcare, and Sharp HealthCare. Developing comprehensive strategies and collaboratively executing key initiatives that improved efficiency and health outcomes resulting in market expansion by winning multi-million dollar Medicaid contracts, and demonstrating superior product portfolio performance on health insurance exchanges locally and nationally. The culmination of her experience as a savvy strategic leader, and her commitment to the community and mission of San Ysidro Health position her well in her service as the Vice President of Population Health and Performance Excellence driving our growth as a value-based organization.
April earned her Bachelor’s degree in Health Education from Trident University, and her Master’s in Healthcare Administration from the University of Southern California, she also holds certifications in health education, health care quality, and process improvement.
Ana R. Melgoza, M.P.A.
Vice President of External Affairs
Ms. Ana Melgoza has over 20 years of public and private sector experience in government, philanthropy, higher education and social services. As Vice President of External Affairs for the San Ysidro Health, Ms. Melgoza oversees government relations, community collaborations, private fund development, marketing, media relations and corporate communications.
Prior to her role at San Ysidro Health, Ms. Melgoza worked as Senior Health Program Officer for the Medtronic Foundation based in Minneapolis, Minnesota. During her tenure at Medtronic, she was a National Urban Fellow, earning her Masters Degree in Public Administration from the Baruch School of Public Affairs in New York City.
Ms. Alicia Rodriguez has more than 10 years of technical project management & systems implementation experience, and has spent the past several years leading initiatives in the healthcare IT industry. She currently serves as Vice President and Chief Information Officer for San Ysidro Health. Prior to joining SYHC, Ms. Rodriguez served as the Director of IT and Technical Project Manager for Cedars-Sinai Medical Center in Los Angeles, California. She has also served in similar roles for California Institute of Technology (Caltech) and was the Co-Founder of ARCH Technologies, where she managed IT activities for Windows-based clients. Ms. Rodriguez received a Bachelor of Science degree from University of La Verne, and later earned her Master of Business Administration degree with an emphasis in Leadership and Change Management from Pepperdine University.
Vice President of Senior Health Services
Ms. Rosana Scolari grew up in San Ysidro and joined the San Ysidro Health team in 1997. She currently serves as Vice President of Senior Health Services and is responsible for the development, oversight and administration of San Ysidro Health’s Program of All-Inclusive Care for the Elderly (San Diego PACE) and San Ysidro Health’s Adult Day Health Center.
During her tenure with the health center, Ms. Scolari has been instrumental in developing and implementing a state-of-the-art HIV program which is recognized as a model program at the local, state and national level. In addition, she has helped to develop and/or improve several of San Ysidro Health’s most innovative programs including Healthy Steps and the Women Infant and Children (WIC) Program. As Director of Operations from May 2010 to February 2014, Ms. Scolari was responsible for oversight of, and improvements in, the Laboratory, Pharmacy and Radiology department. She also managed the development and implementation of additional projects across San Ysidro Health’s network including San Ysidro Health’s School Based Health Centers, Transportation Program for Disabled Patients and the Women’s Resource Center among others.
Ms. Scolari holds a Bachelor of Arts in Sociology degree from the University of California, Berkeley and has completed the Healthcare Leadership and Political Advocacy Program at the University of California, as well as San Diego State University’s Lean Enterprise Certification Program. She has served as a member of the County Board of Supervisor’s HIV Health Services Planning Council for 14 years, was co-chair of the California Department of Healthcare Services Latino Advisory Board (LAB) for 4 years, co-founder of the countywide Coalition of Latino AIDS Service Providers, and a mentor to students of Southwestern College’s Puente Program.
Terry E. Whitaker
Vice President & Chief Operations Officer
Mr. Terry Whitaker has worked in the healthcare field for 21 years, managing multiple clinic sites and assuring high-quality, primary healthcare services to low-income, medically underserved residents in San Diego County. His service to San Ysidro Health began in 1998 as Director of Resource Development. In 2005, Mr. Whitaker moved into his current role as Vice President & Chief Operations Officer, overseeing the day-to-day operations of San Ysidro Health’s network of primary care clinics, as well as a providing leadership over a multitude of special programs and services. Specifically, his responsibilities include the planning, development, implementation, and evaluation of ongoing activities and efforts, as well as various new programs and services.
Prior to joining San Ysidro Health, Mr. Whitaker served in a leadership capacity at Community Health Centers of Nevada. He has been recognized for excellence in developing, implementing and supervising innovative healthcare programs and services. Mr. Whitaker holds a Bachelor of Science in Criminal Justice degree from Indiana University, as well as having proudly served as an officer in The United States Army and as a Las Vegas Metropolitan Police Officer prior to entering the healthcare field.
