Kevin L. Mattson
President & Chief Executive Officer
Kevin Mattson, President and CEO at San Ysidro Health Center, has more than 31 years of leadership experience in the healthcare field. Working with SYHC since 2000, Mr. Mattson served as Senior Vice-President prior to his promotion and was responsible for various financial affairs related to SYHC, including operational responsibilities for registration, patient accounting, finance, purchasing, health information services, information services, human resources and managed care contracting. His overarching healthcare experience includes propriety and non-profit facilities in, both, financial and operational positions with Federally Qualified Health Centers, hospitals, multi-specialty medical groups, independent practice associations and management service organizations.
Prior to joining SYHC, Mr. Mattson served as Division Vice President for Superior Consultant Company/The Kaufman Group, where he was responsible for the development and operations of a national consulting practice which specialized in improving operational and strategic performance of hospitals’ affiliated medical group practices, management service organizations (MSOs), and managed care risk contracting. He previously served as Director of Business and Finance/CFO at the University of California, San Diego Medical Center within its UCSD Network Management Resources Department, as well as Chief Financial Officer at Harbor View Medical.
Mr. Mattson earned his Bachelor of Arts in Business Administration degree from Chadron State College in 1982. He is a member of the Healthcare Financial Managers Association and Medical Group Managers Association.
George Perez serves as Executive Vice President of Operations and Clinical Administration for San Ysidro Health Center (SYHC). Mr. Perez joins us from Scripps where he led Scripps Mercy Chula Vista for 6 years. Mr. Perez is originally from the San Francisco Bay area. His family is from the Los Altos region of Jalisco, Mexico. He attended U.C. Berkeley for both his B.S. and Masters in Public Health. Mr. Perez spent much of his career in Arizona where he was CEO of Boswell Hospital for 15 years; he also worked in Apple Valley for St. Joseph Health at St. Mary’s Medical Center and he served as President and CEO in Santa Rosa for Santa Rosa Memorial and Petaluma Memorial.
Mr. Perez focus has been organizational culture… how to create a culture of cooperation and mutual support. He has been using Lean tools to improve quality, cost and effectiveness. This coincides with SYHC’s current focus using the Virginia Mason Production System. Mr. Perez has embraced Malcolm Gladwell’s book “The Tipping Point”, where Gladwell describes how a series of small acts can change an organization or community for the better. George has a career long practice of being visible throughout the organization. You will see George on a regular basis learning about what happens in your work area.
Mr. Perez and his wife Lisa live in Chula Vista. They have 5 children ages 32 to 22. Mr. Perez enjoys spending time with his family and his dogs, reading and gardening.
Vice President & Chief Financial Officer
Gilbert Fimbres serves as Vice President of Finance and Chief Financial Officer for San Ysidro Health Center (SYHC). Prior to this position Mr. Fimbres spent the last 28 years in the Long Term Care Industry. Mr. Fimbres’ experience in the Skilled Nursing management arena ranges from positions as Executive Director, Controller, CFO and Vice President of Operations in single and multi-facility corporations. Mr. Fimbres has vast experience in Nursing Home management with multi-facility groups in over 12 states. Former companies include: Real Property Health Services, Lennox, Lifecare Centers of America, Longwood Management and LifeHouse Nursing Centers, which were all Skilled Nursing Home and Assisted Living Community operators. Mr. Fimbres also served on the Board of Directors of San Ysidro Health Center for 16 years. Mr. Fimbres has an MBA and a Bachelor’s of Science degree in Finance from San Diego State University.
Maria Carriedo-Ceniceros, M.D.
Vice President & Chief Medical Officer
Dr. Maria Carriedo-Ceniceros has over nine years of experience as a Family Medicine Physician within community health center settings, including four years of Clinic Lead experience and two years of Family Medicine Department Head experience. Dr. Carriedo-Ceniceros graduated in 1983 with a Bachelor of Arts in Economics degree from Harvard University, Cambridge, Massachusetts and earned her Doctorate of Medicine from the University of California, San Diego – School of Medicine in 2000. Dr. Carriedo-Ceniceros has been a Member of San Ysidro Women’s Club since 2009, serving as an Executive Board Member and as its Treasurer, as well as continuing to contribute her time as a Faculty Mentor for UCSD Medical Students.
Terry E. Whitaker
Vice President & Chief Operations Officer
Mr. Terry Whitaker has worked in the healthcare field for 21 years, managing multiple clinic sites and assuring high-quality, primary healthcare services to low-income, medically underserved residents in San Diego County. His service to San Ysidro Health Center (SYHC) began in 1998 as Director of Resource Development. In 2005, Mr. Whitaker moved into his current role as Vice President & Chief Operations Officer, overseeing the day-to-day operations of SYHC’s network of primary care clinics, as well as a providing leadership over a multitude of special programs and services. Specifically, his responsibilities include the planning, development, implementation, and evaluation of ongoing activities and efforts, as well as various new programs and services.
Prior to joining SYHC, Mr. Whitaker served in a leadership capacity at Community Health Centers of Nevada. He has been recognized for excellence in developing, implementing and supervising innovative healthcare programs and services. Mr. Whitaker holds a Bachelor of Science in Criminal Justice degree from Indiana University, as well as having proudly served as an officer in The United States Army and as a Las Vegas Metropolitan Police Officer prior to entering the healthcare field.
Alicia Rodriguez, M.B.A.
Vice President & Chief Information Officer
Ms. Alicia Rodriguez has more than 10 years of technical project management & systems implementation experience, and has spent the past several years leading initiatives in the healthcare IT industry. She currently serves as Vice President and Chief Information Officer for San Ysidro Health Center (SYHC). Prior to joining SYHC, Ms. Rodriguez served as the Director of IT and Technical Project Manager for Cedars-Sinai Medical Center in Los Angeles, California. She has also served in similar roles for California Institute of Technology (Caltech) and was the Co-Founder of ARCH Technologies, where she managed IT activities for Windows-based clients. Ms. Rodriguez received a Bachelor of Science degree from University of La Verne, and later earned her Master of Business Administration degree with an emphasis in Leadership and Change Management from Pepperdine University.
Ana R. Melgoza, M.P.A.
Vice President of External Affairs
Ms. Ana Melgoza has over 20 years of public and private sector experience in government, philanthropy, higher education and social services. As Vice President of External Affairs for the San Ysidro Health Center (SYHC), Ms. Melgoza oversees government relations, community collaborations, private fund development, marketing, media relations and corporate communications.
Prior to her role at SYHC, Ms. Melgoza worked as Senior Health Program Officer for the Medtronic Foundation based in Minneapolis, Minnesota. During her tenure at Medtronic, she was a National Urban Fellow, earning her Masters Degree in Public Administration from the Baruch School of Public Affairs in New York City.
Art Battle, Jr., M.A., Ed.
Vice President & Chief Human Resource Officer
Art Battle, Jr. serves as Vice President and Chief Human Resource Officer for San Ysidro Health Center (SYHC). Prior to joining the SYHC team, Mr. Battle was principal and founder of The Battle Company, a Boston-based human resource consulting firm incorporated in 2002. The firm assisted executive management teams within for-profit and not-for-profit organizations, maintaining business momentum through accomplished human resource practices.
Prior to The Battle Company, Inc., Mr. Battle served in a variety of executive leadership roles within healthcare and business, including his service as Chief Human Resource Officer at The Cambridge Health Alliance and at Houghton Mifflin Education and Trade Publishing Company, as Divisional Vice President, Human Resources at Corning, Inc., and has held senior human resources management positions with Haworth, Inc., The Stroh Brewery Company, and with American Motors Corporation. Mr. Battle received a Bachelor of Science in Mathematics from Kent State University, and later earned his Master of Arts in Educational Leadership degree from Eastern Michigan University. Mr. Battle speaks on a variety of human resource practices, has held corporate board seats for public and private companies, and has led human resource seminars at, both, Johnson and Wales University, Providence, Rhode Island and the University of Massachusetts.
Vice President of Senior Health Services
Ms. Rosana Scolari grew up in San Ysidro and joined the San Ysidro Health Center (SYHC) team in 1997. She currently serves as Vice President of Senior Health Services and is responsible for the development, oversight and administration of SYHC’s Program of All-Inclusive Care for the Elderly (San Diego PACE) and SYHC’s Adult Day Health Center.
During her tenure with the health center, Ms. Scolari has been instrumental in developing and implementing a state-of-the-art HIV program which is recognized as a model program at the local, state and national level. In addition, she has helped to develop and/or improve several of SYHC’s most innovative programs including Healthy Steps and the Women Infant and Children (WIC) Program. As Director of Operations from May 2010 to February 2014, Ms. Scolari was responsible for oversight of, and improvements in, the Laboratory, Pharmacy and Radiology department. She also managed the development and implementation of additional projects across SYHC’s network including SYHC’s School Based Health Centers, Transportation Program for Disabled Patients and the Women’s Resource Center among others.
Ms. Scolari holds a Bachelor of Arts in Sociology degree from the University of California, Berkeley and has completed the Healthcare Leadership and Political Advocacy Program at the University of California, as well as San Diego State University’s Lean Enterprise Certification Program. She has served as a member of the County Board of Supervisor’s HIV Health Services Planning Council for 14 years, was co-chair of the California Department of Healthcare Services Latino Advisory Board (LAB) for 4 years, co-founder of the countywide Coalition of Latino AIDS Service Providers, and a mentor to students of Southwestern College’s Puente Program.
Margarita Espinoza, R.N., M.A.
Chief Nursing & Patient Services Officer
Margarita Espinoza joined the San Ysidro Health Center (SYHC) staff in 2000 and currently serves as Chief Nursing and Patient Services Officer. She also serves as Administrator of the Adult Day Health Center. Ms. Espinoza is responsible for upholding and supporting SYHC’s mission and vision throughout patient care services, as well as ensuring compliance with Standards of Nursing Practice, which helps to promote optimum health care delivery. Within her array of duties, she develops patient care services goals, objectives, performance standards, and coordinates policies & procedures in collaboration with SYHC’s staff and Board of Directors.
Prior to joining San Ysidro Health Center, Ms. Espinoza served with the Kaiser Permanente Medical Group in San Diego, California. Ms. Espinoza holds a Bachelor of Science in Health Science degree and a Master of Arts in Organizational Leadership degree from Chapman University.
