VISION: Community partnerships, new comprehensive treatment modalities and patient empowerment opportunities collectively represent a new paradigm in improving the quality of HIV/AIDS services and eliminating disparities in access and health status.

BARRIERS: Low utilization of HIV/AIDS by Latino populations is often attributed to a lack of health insurance or financial means to pay for care; a care system that fails to understand the significance of cultural and social be­lief systems; and a general unavailability of adequately trained bilingual/bicultural health professionals.

CHARGE: Identify a strategic blueprint to improve the availability, affordability, quality and acceptability of HIV/ASIDS services for Latino populations.  Also, to reduce long-standing disparities in care access and health status.
